They force companies to take action to try to keep trading by means of RM's or RS's. Every time a company does this they receive a new CUSIP. This clears the path for the naked shorters as they won't have to cover as the "naked shares" are off a now defunct CUSIP, thus enabling them to simply repeat the process.
