Duh, Absolutely know what "disbursing agent" means and the fact of the language used leaves it wide open to any entity including TALK!
"Debtor shall act as the Disbursing Agent
to make payments under the Plan unless Debtor appoints some other entity to do so."
And that is how TALK takes over the entire operation! Simply by appointment!
