All this will do is possibly, temporarily, delay plans for CBD infusion, but they haven't actually done it yet so it won't leave them sitting on inventory they can't move. This won't hold up for long due to the momentum behind domestic hemp legalization, and hemp (or cannabis without illegal levels of THC) can provide premium CBD oils.
This is a paid for effort to assist big pharma in getting a particular compound, or compounds, designated as potential drugs so they can sink their greedy meat hooks into it. I read about a certain unidentified "New York Company" that was looking at such an attempt.
They have to do it in this sneaky underhanded way since the plant itself can't be patented. The resistance they get for this will be huge.
They could get trumped by congress anyhow. No pun intended.
