If they can't make some kind of deal and can't get any funding then i really don't see the point of another RS other then more dilution for current shareholders.
an other option i could see happen is that they make a decent deal and then do a RS and actually follow through on an uplist on the nasdaq.
We also don't know how much outstanding shares we have currently because i believe we are already late with filing two quarters (i lost track after no real news for so long).
If the current outstanding shares didn't balloon even more i think we would be lucky to get between $0.25 and $0.75 (what you said before) on a decent deal.
