You're conflating a lot of issues.
The CIA usually 'takes the lead' on intelligence matters and more often than not the other agencies 'catch up' and confirm the same conclusions.
The CIA's 'highest confidence' rating on their conclusions usually means HUMINT in addition to technical means were used to arrive at the conclusions.
Maybe trump should attend a briefing rather than dismiss out of hand? Rather than photo-opping with Kanye too.
There currently ARE sanctions on Russia stemming from the Ukraine and Crimea 'actions'. Should they be ratcheted up as retaliation for the hacking? Should we fuck with Putin's finances? All of that and more?
Some Republicans were right when they noted that they could have been attacked as well and that this shit should not go unresponded to.
It remains to be seen what positions Trump and his SOS designee will take on those sanctions. Do YOU think they should be lifted?
