Yes, I think there is quite of bit short action on the OTC. You see it with CDEL and their algorithm that has walked down the ask many times.
I was competing with it on several occasions to test it's reaction. I would lower the ask by $0.0001 below it's ask and it would immediately jump over me. I ran the ask down almost a full $0.01 one day while testing the reaction of their algorithm. I stopped that day because I didn't want to take the share price any lower or sell a lower prices.
