Is this possible for them to do?

I can't connect to Liehub. Like cant even get on the webpage. Everytime i try it reads "Internet Explorer connected to the web page but did not have sufficient rights to access" basically telling me the internet isn't broken, i just cant access the site. Is that a possibility that they could Prevent me from that or merely a coincidence with my work computer?
