High School should be 7th-10th grade. Community Colleges should be expanded to included trade and advanced education for 11th-12th grades.
Paid for? There is already a tax base.
From there you either go into a University, Military or a Civil Conservation Corp type program for 2-4 years. If you opt out. Then you don't qualify for grants and aid to finance the last 2-4 years.
