It's widely accepted that the percentage of stupid and bad people stays around a percentage.

But as the population expands the number/count of such problem people means a large number  is out & about.

OK, at what point is some kind of critical mass achieved by the mere weight & mass of it.

So that the mere numbers of trouble-people creates a bigger than normal (percentage) problem.
