smoke_em hasn't been wrong yet as far as I have been able to tell.  If everything is not done in its entirety, then technically the MM hasn't signed on.

Also, this is a Q3 report and although its under "Management's Discussion and Analysis or Plan of Operation"  Jeff wouldn't necessarily be giving a current update.
