why Stein is calling for it. If Wisconsin, Michigan and PA are forced into a recount and it isn't completed by the 13th of December. Then the election goes into the House and Senate. Trump would have only 260 electoral college votes without the number from those 3 states...
Then Democrats can point out Trump didn't have the popular or electoral college vote...
