Not included is holders under 5 percent. There maybe many pp guys that are holding 50 million to under 1 billion that are now excited and maybe inspired by the recent developments, who knows may now want to put some more money into this. So what really is the outstanding float?

I also dont see reporting of insiders selling in the latest rally.
