They are not intentionally trying to "screw longs" as much as providing capital as needed to run the business or issuing stock to employees as required.

They know the share price is irrelevant at this point in time because of the shorting and manipulation.

At this point share price is secondary to growing the business to a point where you have a real, sustainable share price that actually reflects how the business is doing. Right now it's being manipulated so the MM's can make their money....JMHO
