Shouldnt be long before we start to hear about groups of voters that somehow broke some rule. This is needed to establish the cover story that the system was fixed. If you win then you claim you won even though the cheating happened. But, if you are doing not so good, then you have the groundwork set up to run with the claim made all along that "Its Fixed" or the systems rigged! Crooked ect.
