I was only stating the facts as they were presented to me.  All I had to go on was the minutes.  The minutes do not say one way or the other whether JBI is paying the county.  It is reasonable to infer that JBI is not paying the county and that the deal is "we save you tipping fee costs, you give us the plastic."

Quit trying to portray this as some sinister effort on my part to make the deal seem less than it is.

If someone with credibility issues contacted the county and was told that JBI is not paying anything for the plastic, well that is what it is.
