I try to be as accurate about things as possible.  The quote from the minutes:

WHEREAS, pursuant to the Supply Contract Madison County will incur zero cost from

JBI for transporting and recycling the baled plastics that are delivered by the public to Madison

County.

There is nothing in black and white about any cost to JBI.  As I said, it is probably valid to assume that JBI is also not incurring any cost.  But it is not spelled out in these minutes.
