No, not everyone can make high alkalinity water in their kitchen. Water from different regions has a max alkalinity factor. Whatever water you are trying to purify/make more alkaline can never become more alkaline than its potential. Water that starts with a naturally high pH can be processed to achieve higher alkalinity than water with naturally lower pH.
