To be clear about what it says, it says the county will not be charged by JBI to pick up the waste.  This seems to indicate that the county's savings come from no longer having to pay landfill tipping fees.

It doesn't actually say that JBI does not pay the county for the plastic, but it is probably valid to infer that.
