Come on. Even with a hindered investigation, his August public statement was a damning indictment. Everyone expected such and were totally surprised when he concluded with the statement you quote. That is why there is such discontent in ranks of the FBI and internal Bureau documents are being leaked. If the investigation had proceeded according to normal processes, he would have had not even that slim an excuse.
