"Zecca pointed out that for farmers who pay tipping fees to bring their plastics to the landfill, the program would allow them to get rid of the plastics for free."

"There is a facility in Niagra Falls already taking advantage of the process and one is planned in Solvay, Zecca said. The county may be able to partner with Solvay for the initiative since the county already takes its paper to a facility there, he said."
