You can't
Violate Roe v Wade by setting policy. That policy is up to the states.
The ruling blocking Texas standards for abortion clinics was a direct violation of the 7-2 Roe v Wade ruling.
If abortion clinic go out of business because there is no profit in it...then that is a product of capitalism.
There is no constitutional rights afforded to Abortion Clinics to existing. Nor is there any federal guarantee to fund them.
We have Obamacare and we have Medicaid.
