Two things -
1) Nowadays, you don't take down a working site that takes orders while you are developing a new site. You test the site offline to make sure all works while the other site is up and running. Otherwise you slow down your orders.
2) The new site probably has information concerning the N-assays results that are going to be published. That information cannot be released until publication hence no updated website until then.
Just my opinion from having gone through these processes.
