The big question is why have the toxics suddenly started dumping again. There were leak-out agreements in place all Summer and then they must have at least verbally agreed to the .05 floor on August 7th when the Board approved it. Something must have happened in the last couple weeks. Fred was really adamant when I spoke to him a few weeks ago about there not being another RS without approvals in place that would prevent another fiasco like the last time. At this point anything is possible- it's a total crap shot.
