They mean that the value of the OS is currently under 5 Million right now. They are essentially saying that with the "trigger events" in the works, the value should be 40 million by end of year. They are NOT saying they have are targeting to lower the outstanding shares to 5 Million. That is down right ludicrous but just an example of how the Tweets can be misconstrued and the rumor mill begins.
