The more I think about it, 5 Million is restricted means that 5% of the company is locked up in someone's hands who doesn't care to sell down here (they're restricted anyways, so you can't sell regardless).

Employees? Funding partner? Content partner? Acquisition?

Easy to conclude, the receiver is ok with the restriction.

The float is still very tiny at 96 Million and so is the market cap at only 3.1 Million.
