what they are now voting on / just did is the continuing resolution which for a while had the ex-im quorum change in it but the final version did not.
As it isn't included in the continuing resolution the 5912 is the appropriations bill that does have the quorum change in it, but don't expect on the lame duck congress to vote on that until November / December at the earliest.
This pretty much squashes the near-term $85M loan which why I believe the company is now going after the $10M loan they can get funded.
