The answer to manipulation or perceived manipulation is very simple. Stocks are owned and valued solely based on the anticipated future dividends and PTOI is no exception. When someone buys or sells a share of stock, they're actually buying or selling that future stream of cash flows...nothing else. Just like every other investment out there, PTOI is worth exactly the value of its future cash flows returned to investors...not a penny more or less.
If anyone thinks PTOI will perform and that the future cash flows that PTOI will return to investors are worth much more than $0.05, they should be snapping up shares of PTOI and not be worried about shorts, manipulation or anything else.
If shorts are really to blame for PTOI's flagging share price and if PTOI never returns a dime to investors...then in a way investors will have to admit that those shorts, phantom or not, made the right call--a company which will never return cash to investors is worth exactly $0.00 today.

Yes, I understand your penny stock also is the real deal, created with the inventiveness of Edison and destined to be the next Microsoft. Yes, I understand that the delays are also only because your company is making their product and/or technology even more revolutionary.
