Too many at the SEC are paving the way for their next job and have been captured by those they are supposed to be regulating. Time and time again SEC bigs have left only to be hired at huge salaries by those they formerly regulated. Putting a clause in their employment contract that would prevent that for a 5 year period after leaving might just remove a lot of temptation.
