Not sure about that being a revenue generation from an EIA contract. The last I heard was that the $13.5M per year contract was with BTL and those funds would be used in the MRVB to realize a potential 300% upside.

But a lot of tweets concerning various contracts has been floating around and it's hard to keep up with all of them so I may be in error.
