No, he is not a US citizen.
However not by his fault, by is father fault of being already married at the time he married his mother. It was not a legal US marriage by that standard and his mother had not lived in the US 1 year prior to his birth. So a birth certificate should never have been issued in Hawaii. Not my law. Those are the requirements for being considered a US citizen prior to 1968 and being born to a US citizen outside of the US and or territory. 1968 US naturalization laws. Most likely brought about by Vietnam.
