That's exactly it. If Mr. Heddle announces that the processor is fixed without immediately announcing a new excuse for why it's not running, everyone will start asking why it's not running.
Mr. Bordynuik handled PTOI's story line by writing in new hurdles for each old hurdle which was gallantly overcome by PTOI. That gave the illusion of progress to investors as they saw PTOI forging ahead, overcoming obstacle over obstacle in its quest to get a processor running.
