I am in 100% agreement with you, I don't believe the real float is 26.5 Million at all. The 26.5 Million number is just referencing shares that came over from the transition along with the shares issued to NTGL employees at the time of issuance.

I don't think previous shareholders from HVEL have any good reason to sell their shares and I don't believe that the 172,100 shares filled today even existed.

With that said, that fill is even more substantial than the 1/154th fraction, but as a guide based on the float listed, to trade 1/150th in one single block is pretty crazy stuff!
