Here are some formulas & resources I use when calculating the current / future projected value of a stock.
Earnings Per Share: Revenue / Outstanding Shares = EPS
Estimated Price Per Share: EPS(PE) = EPPS

Regarding the target O/S of 800 million shares, it will certainly take some time to get there. The company cannot magically repurchase billions of shares overnight. SEC Rule 10b-18 governs the repurchase of company shares.
To summarize SEC Rule 10b-18, companies can repurchase up to 25% of the average daily trade volume. Significant company events disseminated through PR's etc should help achieve a desirable ADTV to allow for a company to significantly retire O/S. An uplist to the OTC QB exchange could also help achieve a desirable ADTV..
