Yes it seams you are correct, the printed formulas do apply to private growers and not commercial. But it sure does seem like the licensed growers have restrictions on what the can grow and produce, as each license states as much.

Why does so many different licenses exist in the amount one can produce ? Everyone should have the equal right to grow and sell as much as they can like any other commodity in a free and fair market place.
