"They" have put big orders in at 1.30 or less. This is where they want to pull the stock down to.
For any who have some spare change, this means there's an opportunity to pick up some real cheap stock. They will probably focus their efforts on trying to close CTIX below 1.30, so it is probably better to buy near the close. Note that I say "probably" because there is also the possibility that someone will panic and try to cover their short position near the close. Never any guarantees when you've got manipulators cheating their way around the stock.
