Not to make excuses for George but I would not pin my hopes on a specific deadline for finalizing the deal with the Chinese. There are obviously many parts to the agreement and there is a language barrier. Sometimes George uses wishful thinking in his time projections. Think about it. It is not a matter of saying will you make this part? Yes. OK. Agreed... sign here. It is much more complicated than that. Just be patient and stay long.
I have never negotiated a contract but have read many when I worked in the oil business. Every word has to be agreed to and approved by the legal staff on both sides. Some of the shortest contracts I have read contained several pages of legal speak to cover only one segment of the contract which could be 30 or more pages long.
Also, George is not in China and is having to work through his surrogates who are communicating via their interpreters. Not an easy thing to do. Just saying.
