Clearly it was used to pay for the preparation, auditing , and filing of the latest 10Q. Which on average for a company with minimal to no operations is still around 60k-80k.
It's not rocket science. They had no money yet wanted to file and keep current. The promissory note was issued nearly within days of filing.
