Commission alleges that arrangements the government offered Apple AAPL, +0.85% in 1991 and 2007 allowed it to pay around 1% to almost zero tax on its European profit between 2003 and 2014. Apple said it would appeal the decision, and Chief Executive Tim Cook also said he expected the government to do likewise “since the sovereignty of the country is at stake.”
