Once the 800 million cap is reached Ive found that companies usually RS or authorize more shares thus starting dilution. Not usually companies that are fully reporting though. They usually sign a deal for non dilutive financing. Side note the company (RMHB) signed a deal with the money lenders earlier this year so I highly doubt we see share dilution until the uplist to AMEX.
