On the surface I think it's very good. I think they're realizing how much work it takes to do this and they need some help. All signs of a company getting realistic about it's situation.
More specifically, I think they discovered some inexperience and inadequacies in the company while trying to get the 10K filed. This CEO seems to take action when things come to light. Also a good sign.
