Thats not how naked shorting works. Naked shorting is also illegal in the US. When naked shorting there are no shares to borrowed hince no shares are replaced.

Also when shorting MM's CANNOT borrow shares from a retail account unless its a MARGIN account. Locking your shares has absolutely no effect on shorting.
