Maybe the SEC didn't know that other agencies knew there was infiltration and corruption in its regulatory responsibilities. I know of one case that an Agent identified itself without the SEC even knowing about it. They even got called an "unworthy governmental agency" in that same case. I could't believe my eyes when I read it! All public info!
