You have to look at immigration this way considering it is 2016...
Immigrates have to be screened and then they have to be indoctrinated into the US population...
I would consider because of the times. That can't be done in the general population for most immigrates.
So I would make immigration subject to a 2 year indoctrination process maybe at a closed military base. Cap Immigration at 100k per year once those have processed through you have room for more.
Controversial. However I don't see any other way. You would have to be able to house 200k in maybe 4-5 locations across the US. Feed them, teach them and restrict there movement.
