Here's one way to look at the Level 2 quotes -- knowing as we do that this site is NOT accurate, because it has consistently failed to show actual bids that some of us have put in -- but it does give you an approximate idea:

When you see what appear to be huge bids at a much lower price, it shows you where they are trying to pull the price to. Right now there appear to be 6600 shares on the bid at 1.31. But oddly enough, there is NO significant supply until 1.40, when the same 10,000 share ask that keeps showing up at different levels, is now sitting.
Naw, "they" are not trying to paint a picture to scare the suckers.....
