As far as we know, yes. The SEC doesn't make it easier these days since, like most government offices, their budget cuts result in reduced staffing. As long as they get all comments to management in time for satisfactory response and approval inside of the 60 day window, they will be officially listed as a fully reporting company enabling uplisting to the OTCQB.
