There is a chance that George may have the proposals in hand.. but I am not sure , I would put this at like 50-60% odds.

He would not want to share them(if he has them) because they probably don't want to release big news if there are conversions going on. I think Nick K would be advising George properly in this respect.

Its best to release the big news when the L2 is cleared for takeoff to get the desired effect.
