each is a Sanctuary City. Meaning if you're Illegal all you have to do is run to the Catholic Church and there is nothing that can be done unless you have committed a crime.
But then because they are citizens of Rome, you can not hold them or in many cases deport them.
That is why the border has to be secured with a Wall and or we have to break diplomatic relations with Vatican City.
All Illegals have to do is get across the boarder
