Yes, Foreign countries go by different rules before they consider applying any Technology from the U.S. before their Customers in that country.
China is the worst. Even stealing High Tech Patents and claiming they invented them.
I had stock in a Company that China stole IPR ... from on Many Occasions!!
Some of them ended up paying in the end after Years of Lawsuits!
