My sister taught in the Atlanta public school system. It was teach/re-teach because of the immigration there, because of it, US students were left behind. Immigrates coming in, refusing to learn English. Just one of the problems. Problem also is dysfunctional families, drugs, alcohol, mental illness, abuse, single parents.
Coached youth sports for 25 plus years. Lots of behavioral issues in kids and parents. For many it was just a way to rid themselves of their kids for 2 more hours.
40 years of welfare. Pop out a kid. Get a check. Discard kid. Let system raise them. More kids more money.
