Steven, I think the franchise fees have been much higher on average. It isn't just Vegas that is going for higher prices. SMS/HJOE's calculates territory pricing by population density as one of the factors. When I got a quote of the portion of the bay area, the quote was almost double so I feel $24800 is the bare bones bottom for a lower populated area.
